At about 2:27am, on Thursday, September 30, 2010, officers from Area A-1 (Downtown) were on patrol when they observed a male and a female involved in a verbal altercation in the area of Kneeland and Tyler Streets. As officers approached, officers could see the male suspect pulling the female victim by the arm. Upon exiting their cruiser, officers quickly ordered the suspect to release the female. Officers then observed the suspect release the female, jump into a car and drive off. Officers noted that the suspect was not driving the car. Officers observed the suspect take off and drive the wrong way down a one way street. Officers promptly broadcast the description and direction of flight of the suspect’s motor vehicle. In short time,officers responding to the call were able to locate and stop the suspect’s car.  

With the suspect’s car stopped, officers arrested Bao Tran, 19, of Everett and Marzon Bugayong, 20, of Quincy and charged both with Failing to Stop for Police and Attempted Kidnapping.
