On Wednesday May 19, 2010 at approximately 7:00pm, Officers responded to a call for Shots Fired at 27 Claybourne St. in Dorchester. On arrival, officers heard a description given out over the radio by the Real Time Crime Center. The Real Time Crime Center (RTCC) analyst broadcast a description of two males, one described as a black male in a red hoodie with light or white pants wearing black sneakers. The second suspect was described as a black male wearing a blue and gray jacket. The analyst also informed officers that after the shots were fired the males were captured on the Homeland Security Camera System running away from the shooting location.
The ShotSpotter system is also synchronized with the camera system. The sound of the \”Shot\” causes the camera system to pan towards the location associated with the sound. As a result of this activity assigned members of the Real Time Crime Center begin to monitor the camera closest to the shooting and relay real time information to units responding.
Both males were observed on camera in the RTCC running in a full sprint away from the scene. A detective in the Center observed the suspect wearing the blue and gray jacket to be running \”normally\”, with both arms swinging freely. The detective observed the suspect wearing the red sweatshirt to be swinging only his right arm in a \”normal\” manner. The detective also observed the suspects left arm to be stiff, down by his left leg area and he appeared to be clutching the side of his left leg with his left hand, as if attempting to keep an item in place.
Officers after hearing this description observed a male later identified as 18 year old Kaquan Hurd of Dorchester wearing a black hat, red sweatshirt, white with red and blue striped pants and black sneakers with another black male wearing a blue jacket with gray sleeves walking in front of 39 Dakota St in the direction of Geneva Ave.
Officers drove down Dakota St and caught up with these individuals in front of 67 Dakota St. Officers asked the individuals where they were coming from to which they stated the store at Dakota St and Washington St. Officers asked if they heard shots in the area to which they stated \”Yeah\”. Both individuals stated \”They was shooting at us\”. Officers then requested the RTCC to replay the footage and give responding units a direction as to where the individuals on the footage ran after the shooting. The RTCC detective then stated that the individuals were seen by the cameras on Washington St at Dakota St. Then they were seen running on Washington St, to Bowdoin St, then a right on Bowdoin St, then a right onto Greenbrier St, where the camera lost sight. Officers then requested a K9 with the capabilities of detecting a firearm. The K9 officer with responding units then performed a search of the area to locate any items that may have been discarded by the individuals after the shooting.
During the search an unknown Black female witness, who was in the area of Dakota St / Greenbrier St, stated to the K9 officer that a Black male wearing a red sweatshirt and a Black male wearing a blue and gray jacket jumped over the fence at the rear of 18-22 Greenbrier St. At this time it should be noted that the rear of 18-22 Greenbrier St is also the rear of 35 Westville St. The officer along with his K9 searched the rear of 35 Westville St where his K9 got a positive hit on a firearm.
Officers then walked out of the rear of 35 Westville St and observed that the path leading out was directly across from 39 Dakota St. Officers on scene were then able to observe the footage from the RTCC and observed the suspect to be running on Washington St to Bowdoin St then take a right on Bowdoin St and then take a right on Greenbrier St. The officer who observed the suspects movements during their run stated the suspect in the red sweatshirt had an \”Unnatural arm swing\” which through his training and experience is a \”Characteristic Of An Armed Subject\”.
Officer were then able to identify the individual detained as the suspect in the RTCC footage. Kaquan Hinds was placed under arrest and charged with Possession of a Firearm and Possession of Ammunition.
