Traffic Obstruction Leads to ArrestAt approximately 12:38pm yesterday, Wednesday, December 12, 2007 detail officers performing a detail in the area of State St. and Congress St. arrested suspect, Ellis W. Craig, 37, of Hanson and charged him with Failure to Stop for a Police Officer, Refusal to Submit to a police Officers and additionally cited for Obstructing Traffic.
Officers initially made contact with the suspect while directing traffic around a construction site at the intersection of State and Congress Streets. The suspect drew attention to himself when he stopped his tour bus in the middle of the street to let passengers off. Officers approached the operator and advised him that due to the lane restriction created by the construction that he should pull his bus around the corner so as to avoid creating a traffic jam. The operator of the bus in response to officers’ directives stated “Go ahead and give me a ticket, I don’t care!” The suspect was told that he was subject to getting a moving violation if he continued to block traffic and now was told to pull over on Congress St. so as to allow traffic to flow freely and be cited for obstructing traffic. The suspect pulled around the corner to Congress St. and as officers approached him on foot to issue him a citation, he took off failing to obey officers’ commands to stop. A description of the tour bus was broadcast over the police radio and the suspect was stopped a short while later at the intersection of North and Clinton Streets where he was placed under arrest for the above noted charges.
B&E Suspect Caught Red Handed
About 11:38am yesterday, Wednesday, December 12, 2007 officers from District D-4 (South End) responded to the intersection of Rutland and Shawmut Streets for a breaking and entry to a motor vehicle. There, officers observed the damaged car and received a suspect description which was broadcast over the police radio.
Assisting units canvassed the area based on the broadcast and soon, a person matching the suspect description was located walking down East Concord Street. That individual was stopped for a threshold inquiry. During a pat frisk of that individual, officers felt a heavy object in the suspect’s right jacket pocket. When questioned regarding the object in his pocket, that individual responded that it was a satellite radio. Officers then observed that the stopped individual’s hand was bleeding, and questioned him regarding why his hand was bleeding. The suspect then stated, “I did it! I broke into the car!” The suspect then further admitted to officers “I have two warrants too!”
The suspect was then brought back to the scene of the crime where he was positively identified as the person who had broken into the car. Suspect, Julio C. Pagan, 43, of Brighton was arrested and charged with Breaking and Entering into a Motor Vehicle, Larceny from a Motor Vehicle, Malicious Destruction of Property, Possession of Burglarious Tools and several outstanding warrants. Officers also recovered a navigation system from the suspect that apparently had been stolen from the vandalized car.

Yesterday, Wednesday, December 12, 2007 around 11:00pm, a victim of a larceny walked to the front desk of District B-2 (Roxbury) to file a report.
The victim reported that the day before (12/11/07) he obtained a ride from an illegal cab service for $5.00 to go to his brother’s house. The victim further reported that while in the “cab” he decided to go to pick up a prostitute. The victim reported that he and another male picked up the prostitute and had sexual relations with her while the “cab” waited for him. The victim reported that when he was done he returned to the “cab” and discovered that it was gone. According to the victim, when he got out of the “cab” he had left his clothes, and some money. The victim believes that the operator of the illegal cab took his clothes and the money after seeing the amount of money he had when he paid the prostitute.
District detectives will further investigate this incident.
