District A-1 Officers Arrest Two Suspects on Multiple Drug and Firearm Charges Following Downtown Investigation

At about 7:25 PM on Friday, October 24, 2025, officers assigned to District A-1 (Downtown) made two arrests for drug and firearm-related offenses near the intersection of Causeway Street and Portland Street in Downtown Boston.

While on patrol, officers observed suspicious activity consistent with a possible street-level drug transaction behind a business near Causeway Street. Officers approached the individuals involved and initiated an investigation.

During the encounter, one male was identified as 24-year-old Stephano Toussaint, of Lowell, MA, who was found to be in possession of illegal narcotics. As officers conducted a search, they recovered multiple bags containing a white rock-like substance believed to be crack cocaine, as well as a folded dollar bill containing a powdered substance believed to be fentanyl.

While securing the suspect, officers also located a “belly band” style holster concealed beneath his sweatshirt. Further inspection revealed a black and green Beretta APX 9mm semi-automatic firearm, loaded with one round in the chamber and thirteen rounds in the magazine. The firearm, which appeared to have an obliterated serial number, was safely removed from the suspect and secured by officers on scene.

In total, officers recovered approximately 21 grams of suspected crack cocaine, one paper fold containing suspected fentanyl, and an undisclosed amount of U.S. currency.

Stephano Toussaint was placed under arrest and is expected to be arraigned in Boston Municipal Court on the following charges:

  • Trafficking Class B (Cocaine)
  • Possession with Intent to Distribute Class A (Fentanyl)
  • Possession with Intent to Distribute Class B
  • Possession with Intent to Distribute Class E
  • Possession of a Firearm During Commission of a Felony
  • Carrying a Loaded Firearm Without a License
  • Carrying a Firearm Without a License
  • Possession of a Large Capacity Firearm
  • Possession of Ammunition Without an FID Card
  • Defacing Serial Number on Firearm
  • Assault and Battery

A second individual, 43-year-old Sharleen McNeil, of Roxbury, was placed under arrest after officers determined she had multiple outstanding warrants for possession of Class B drugs. She is expected to be arraigned in Boston Municipal Court.
