On Thursday, July 10, 2025, officers assigned to the Drug Control Unit of District C-6 (South Boston), arrested Dylan Emmanuel, 28, of Malden, on drug trafficking charges.
At about 1:30 PM, officers were conducting a drug investigation in the area of Massachusetts Avenue and Melnea Cass Boulevard. Officers observed a motor vehicle circling the block with two individuals inside. Surveillance was maintained on the vehicle as it abruptly turned in the rear lot of 1850 Washington Street and parked in a handicap spot.
The operator exited, and opened the hood of the vehicle. He was then seen to be manipulating something inside the engine compartment. As the operator returned to the vehicle, officers observed him placing an unknown item in his pants pocket. Officers could now see a white sock protruding from the operator’s pocket.
The individuals inside the vehicle were seen leaning towards each other before sitting upright again. A street level drug transaction was believed to have transpired. The vehicle circled the block again, and parked in the area of 35 Northampton Street.
Both occupants exited the vehicle, and began walking in different directions. The operator was seen placing a phone call and scanning the area as he walked towards Melnea Cass Boulevard. A few moments later, a male individual was seen meeting up with the suspect. Officers observed a hand-to-hand exchange between the two suspects before separating in different directions.
Officers were able to stop both of the individuals, and the operator of the earlier vehicle appeared to be visibly nervous. A request was made for the suspect to produce a valid driver’s license which he was unable to provide. The suspect was placed into handcuffs and advised that his vehicle would be towed as it was parked in a residential spot.
As officers conducted a motor vehicle inventory search, they recovered two large plastic bags from inside a white sock. The bags contained seventy-three packaged bags of crack cocaine. Officers searched the suspect, and recovered an additional fourteen plastic bags, as well as $210 in U.S. currency. The drugs were later weighed to be approximately 146 grams of Crack Cocaine.
Emmanuel was placed under arrest and is expected to be arraigned in Roxbury District Court for the following charges:
– Trafficking of Class B (Crack Cocaine)
– Operating a Motor Vehicle without a License
– Fugitive from Justice
