About 1:11pm, on Saturday, April 16, 2011, officers from Area A-1 (Downtown) responded to a call for a white male masturbating in a green car in the area of 8 Oak Street. On arrival, officers located a green car that matched the description of the suspect’s car. Upon approaching the car, officers discovered that the male sitting behind the wheel was, in fact, not wearing any pants. When asked to step out of the car, the suspect stated, “I can’t. I don’t have any pants on.” When asked to provide an explanation as to why he was wasn’t wearing any pants, the suspect stated he made a bad decision.
Officers asked the suspect to put his pants on and step out of the vehicle. With his pants on, officers arrested Tim Tinman, 50, of Beverly and charged him with Lewd & Lascivious Behavior.
