Officers initially observed the two suspects drive to the location in the same car and later leave together driving to Chau Chow City located at 83 Essex Street. There, officers observed suspect Douglas appear to be very agitated while suspect Steed stood nearby with his right hand in his hooded sweatshirt pocket pressed close to his body while his left hand swung freely. Officers continued to monitor the two suspects and observed them get in their car and drive away. Officers continued to monitor the car and observed it fail to signal several times before turning.
Officer after observing these violations stopped the car and approached the occupants. Based on their observations and prior knowledge, officers ordered the suspects out of the car. Officers then frisked the car and discovered a fully loaded handgun underneath the front passenger seat. The suspects were then arrested and charged with the above offenses after interviewing the suspects.
