Multi-District Effort Leads to Arrests of Two Shooting Suspects

Yesterday afternoon around 4:20PM, officers from District B-2 (Roxbury) responded to the area of 16 West Cottage Street in Roxbury for a person shot based on a call to 911 and a “ShotSpotter” activation.

Officers responded to the location of the call but initially were not able to find a victim but located several witnesses who provided a description of the car that the suspects that fired the shots had fled in and their direction of flight. Officers then learned that the suspect was possibly walking on Brook Ave. and responded there. Officer s found the victim suffering from a non-life threatening injury and he was transported to Boston Medical Center by EMS.

A description of the suspect motor vehicle was broadcast to District B-2 units along with District C-11 (Dorchester) units. A short time after the broadcast around 4:39PM, officers from District C-11 observed a motor vehicle matching the description of the suspect car that had been broadcast a few minutes earlier in the near the intersection of Park and Adams Streets. Officers followed the car while asking for the assistance of other units and successfully stopped the car near the intersection of Lincoln and Dorchester Avenue. Officers approached the car and based on the nature of the call asked the suspects to show their hands and exit the car. The operator of the car exited the car upon being asked to do so but the passenger hesitated before getting out of the car and did not do so until officers reached to open the door.  The passenger got of the car and as he did a firearm fell to the ground.

Officers secured both suspects and recovered the firearm. Further search of the suspects post arrests allowed officers to recover a plastic bag containing 4 live rounds of ammunition from the passenger along with a clear plastic bag containing a green leafy substance believed to be marijuana.  During the booking process, officers recovered a plastic bag from the operator containing a brownish powdery substance believed to be heroin.

The suspects, Carl W. Edwards, 29 of Roxbury and Paul O. Francis, 19 of Dorchester were arrested and charged with Assault with Intent to Murder, Unlawful Possession of a Firearm, Unlawful Possession of Ammunition and Assault by Means of a Dangerous Weapon. Suspect Edwards was additionally charged with Possession of Class A Drugs and suspect, Francis with Possession of Class D Drugs.
