As part of its innovative “Leadership, Command, and Management” program for newly-promoted supervisors the Boston Police Department (BPD) engaged the Collins Center to design a three-day public management overview segment.

Twenty-five sergeants, fourteen lieutenants and six captains attended the sessions at UMass Boston, held on the last three days of the multi-week supervisory training program – this is the first time the BPD has conducted training with the University of Ma. and offered this style of structured classroom preparation to newly promoted supervisory and management personnel.

Sandy Blanchette, Education Program Developer for the Collins Center, coordinated the presentations in consultation with BPD Superintendent Paul Joyce, Chief of the Bureau of Professional Development, Lieutenant Michael A. Chapman, Academy Executive Officer and Sergeant Gary Eblan, Academy Registrar. “It is essential for the present and future leaders of our department to receive training that includes components in public management such as those developed by the Collins Center” stated Superintendant Joyce. 

The supervisors came to UMass after either four weeks (sergeants) or two weeks (lieutenants and captains) of instruction at the Boston Police Academy. Academy classes dealt with topics ranging from health and wellness to effective methods of communication to recent court decisions affecting police work. Full time staff instructors coupled with subject matter experts in the field worked together to round out the training.

The Collins Center curriculum included presentations on “Ethics and Public Sector Leadership” by McCormack Graduate School Associate Dean Connie Chan; “Being a Public Manager: Seeing the Big Picture” by Associate Professor of Public Policy and Public Affairs Amy Smith and “Negotiation and Leadership” by Professor of Dispute Resolution David Matz. Collins Center Associates Bill Hodges, an expert in performance management and John Viola, an expert in organizational management and leadership led sessions on their specialties.
