In response to numerous complaints for drug activity in the area of Canal, New Chardon and Congress Streets, officers from District 1 performed “Operation Bullfinch” in the above noted areas. This operation was performed by “plain clothes” officers, detectives, and uniformed officers from District 1.Officers initially responded to the Haymarket bus terminal, and initiated observation of the area. During observation of the area, officers observed two males exchange drugs for money. Officers converged on the suspects and one attempted to swallow a pill but was stopped. Officers arrested suspects, Frederick L. Powers, 44, of Dorchester and charged him with Distribution of Class C (prescription medication) and Steven Shaffer, 32, Homeless and charged him with Possession of Class C Drugs.
Officers then responded to the West End area (Canal St., Friend, and Causeway St.) where they overheard two individuals engaged in a conversation about klonopins. Officers followed these individuals and observed them engaged in a drug transaction. Officers stopped these individuals, and recovered the exchanged drugs and arrested two suspects. Suspects, John P. Siccone, 53, of Boston was arrested Distribution of Class C, while suspect, Richard Plancon, 65, of Boston was charged with Possession of Class C.
In continuance of this operation, plain-clothes officers were in the area of Congress St. in the Dunkin’ Donuts when their surveillance directed their attention to an individual being approached by numerous people. Plain-clothes officers approached this individual and initiated a conversation with him. Pursuant to this conversation, the individual sold drugs to the plain-clothes officer. Officers arrested suspect, Edmond E. Castagnacci, 65, of Boston and charged him with Distribution of Class C.
