NEST Strategy Officers Recovered Trafficking Amounts of Crack Cocaine

On Wednesday, April 8, 2026, officers assigned to the Neighborhood Engagement Safety Team (NEST) arrested Bryan Owens, 41, of Boston, and Jessica Sageir, 35, of Boston, for violation of drug laws.

About 10:25 AM, officers were conducting a drug investigation in the area of 774 Albany Street. A Sergeant observed a female individual approached a male party, and hand him a small item, which he placed into his sweatshirt pocket.

While the Sergeant was maintaining surveillance, he observed the male party hand a second male the small item that was inside of his pocket. The second male handed him an undisclosed amount of U.S. currency.

Both individuals walked away in different directions, with the Sergeant believing that a street level drug transaction had transpired. One of the suspects was stopped by responding officers and advised that he would be summonsed to Boston Municipal Court for possession of class B.

Simultaneously, Owens was stopped as he was walking on Albany Street and taken into custody. As officers were attempting to search the suspect, he pulled a plastic bag from his waistband and dropped it into a sewer.

Officers could see in plain view that there were drugs inside of the bag. Boston Water and Sewer were requested and recovered the bag. Officers determined that the bag had six individually wrapped plastic bags of crack cocaine.  A total of $326 was also recovered from the suspect.

Sageir was located across from 774 Albany and placed into handcuffs. During a search incident to arrest, officers recovered one plastic bag containing sixteen grams of crack cocaine, and a second bag which had twenty-six individual wrapped bags of crack cocaine which weighed 5 grams. A total of 21 grams of crack cocaine was located from Sageir.

Both suspects were placed under arrest and expected to be arraigned in Boston Municipal Court for the following charges:

Owens:

  • Distribution of class B
  • Possession with intent to distribute class B
  • Possession of class B

Sageir:

  • Trafficking of cocaine
  • Conspiracy to violate drug law

After further investigation, it was determined that Sageir had four active warrants for her arrest for suspended license, fugitive from justice, refuse to identify self, and receiving stolen property under $1,200.
