A-1 Officers Conduct Scooter Enforcement, Leading to Arrest and Seizure of Three Scooters

On Thursday, October 16, 2025, officers assigned to District A-1 (Downtown) conducted a targeted scooter and moped enforcement operation. The initiative was launched in response to ongoing public safety concerns related to the use of mopeds and scooters, including their connection to motor vehicle violations and violent crimes. During the operation, officers seized three mopeds and issued citations and summonses to three individuals for various violations.

At approximately 6:28 PM, officers observed an operator of a motorcycle driving recklessly. The motorcycle was seen attempting to cut through the driveway at One Charles Condominiums without regard for pedestrians or motor vehicles. The operator then failed to stop at the intersection of Eliot Street and Columbus Avenue.

The operator was ordered to stop the motorcycle, and he immediately revved the engine in an attempt to flee. An officer grabbed a hold of the left handlebar to prevent the suspect from fleeing. The motorcycle fell to the ground and the suspect fled in a full sprint towards Statler Street. A foot pursuit ensued, and the suspect was placed into handcuffs in Statler Park.

The suspect, Brian Santos-Rosario, 35, of Lynn, is expected to be arraigned in Boston Municipal Court for the following charges:

  • Operating a Motor Vehicle with a Suspended License
  • Fail to Stop/Yield
  • Resist Arrest
  • Reckless Operation of a Motor Vehicle
  • Motor Vehicle Operator Refuse to Identify Self
  • No Inspection Sticker
