Boston Police Department Announces Phillip Owens to be New Superintendent-in-Chief

Mayor Michelle Wu joined Boston Police Commissioner Michael Cox, the Command Staff and members of the Department for the appointment of new Superintendent-in-Chief Phillip Owens. 

Reporting directly to the Police Commissioner, the Superintendent-in-Chief is the highest-ranking police officer in the Department.  The Superintendent-in-Chief is responsible for the development, review, evaluation, and recommendation to the Police Commissioner of policies, procedures, and programs necessary to ensure the implementation of community policing and the effective delivery of police services to the public.  

Owens takes over the role of Chief from his latest assignment as Superintendent of the Bureau of Professional Standards, which includes – Internal Affairs Division, the Anti-Corruption Division and the Audit and Review Unit.

Superintendent In Chief Owens has served the Department for 32 years.

1993 – Police Officer, District B-2 (Roxbury), Mobile Operations Patrol
2002 – Dignitary Protection Unit/Mayor’s Office
2005 – Sergeant, Districts B-3 (Mattapan) and A-1 (Downtown/Charlestown)
2010 – Sergeant Detective, Internal Affairs Division and Anti-Corruption Division,
District C-11 Detectives (Dorchester), District A-7 Detectives (East Boston)
2022 – Deputy Superintendent – Commissioner’s Office, Internal Affairs
2023 – As of July of 2023 appointed Superintendent of the Bureau of Professional Standards
