Investigation Update: At about 8:00 AM on Friday, August 18, 2023, members of the BPD Fugitive Unit with the assistance of the Rhode Island Violent Fugitive Task Force arrested Orlando Soto, 24, of Boston, in Newport, Rhode Island. At the time of his arrest, the suspect was wanted on a Murder warrant from Roxbury District Court for the homicide of Moises Ortiz-Santiago, 27, of Dorchester.
The facts and circumstances surrounding the original incident are as follows: At about 11:08 PM, on Sunday, July 30, 2023, officers assigned to District B-2 (Roxbury) responded to the intersection of Weldon and Quincy Streets for a report of a person shot. Upon arrival, officers located an adult male suffering from gunshot wounds. The victim was transported by Boston EMS to a local hospital where he was pronounced deceased.
