IF YOU’RE NOT A CAB … DON’T PRETEND TO BE ONE

At about 2:10am, on Friday, February 4, 2011, officers from Area A-1 (Downtown) were on patrol in the area of Broad and State Streets when they observed the operator of a black van stopping every so often, honking his horn and motioning at people in such a was as if to suggest he was offering or soliciting transportation.  Given the fact that the van bore no markings consistent with a legal cab, officers activated their emergency equipment (lights 7 sirens) and stopped the car. Upon approaching the van, officers observed several passengers inside the van. When officers asked the passengers how they came to be in the van, one of the passengers stated that the van operator pulled over and offered them a ride in exchange for cash. 

Officers arrested the Carmen Capobianco, 47, of Boston and charged him with Violation of Hackney Rules & Regulations.
