Community Complaints Lead to Arrests of Drug Dealer

As a result of community resident complaints, officers from the District C-11 (Dorchester) Drug Control Unit initiated intensive surveillance of activity in the area of Willis and Pleasant Streets.

Officers, in the course of their patrol and surveillance, observed a male duck behind a van as he observed them. Due to the man’s actions, officers focused their attention on him and monitored him further. While observing the suspect, officers observed two individuals known to officers approach the target male at the intersection of East Cottage and Sumner Streets. Shortly after meeting, the suspects separated but appeared to be maintaining contact via cell phone.  Officers continued to monitor the suspects separately as they went in different directions, came in close proximity but never met.

Officers, believing that the suspects knew they were being monitored, decided to stop them for a threshold inquiry. Officers approached the male that was first observed on Willis Street in the area of 735 Columbia Road and as they did so, he was observed discarding an object. Officers observing the item and believing it to be crack cocaine attempted to place the suspect under arrest. The suspect was placed in handcuffs after a brief struggle and the discarded item recovered and confirmed to be crack cocaine.  Suspect, Daniel Rosario, 17 of Dorchester was arrested and charged with Possession with Intent to Distribute Class B, Conspiracy to Violate the Drug Laws, Possession with Intent to Distribute Class B within 1,000’ of a School and resisting Arrest.

The two other suspects were subsequently stopped on Dorchester Ave. where they were questioned about their recent activity. One of the suspects admitted to having some Klonopin on his person and both admitted to having made some contact with the suspect Rosario for the purpose of buying drugs but were unable to complete the transaction because of the officers. The two suspects, James P. Nolet, 29 of Roxbury and Brendan Austin, 26 of Dorchester were arrested and charged with Conspiracy to Violate the Drug Laws. Suspect Nolet was additionally charged with Possession of Class E for the Klonopins found on his person.
