DRIVING WITHOUT A LICENSE LANDS ONE BEHIND BARS

At about 7:30pm, on Monday, July 26, 2010, officers from Area B-2 (Roxbury) were on patrol in the area of Melnea Cass Blvd when they observed a white motor vehicle travelling at a high rate of speed. As a result, officers activated their emergency equipment (lights & sirens) in an effort to stop the car. While following behind the car, officers observed three children standing up in the back seat of the car. From what the officers could see, none of the three children were in safety restraints. When the car stopped, officers approached the car. Upon walking up to motor vehicle, officers observed the front seat passenger (who was later identified as the owner of the car) attempting to put seat belts on the children. When officers asked the operator to produce a license and registration, the operator stated that he did not have one. When asked to explain why, the operator stated he couldn’t get one.

 Officers arrested Luis Osorio, 28, of Lawrence and charged him with Operating without a License and Driving to Endanger.

Officers issued a citation to the owner of the car who was sitting in the passenger seat. When asked to explain why she allowed an unlicensed passenger to drive her car, the owner of the car responded, “I knew he didn’t have a license but it’s done all the time in Lawrence and Puerto Rico.”
