Four Individuals Injured After Brawl Erupts At City RestaurantOn Saturday, February 21, 2009, at approximately 2:57am, Officers assigned to Area A-1 (Downtown), responded to 83 Essex Street (Chau Chow Restaurant) for a report of a large fight.
Upon arrival, officers observed a large group of people exiting the establishment. Officers entered the building and found it to be in disarray. Numerous tables and chairs were turned over and food was covering the floors. Restaurant employees informed officers that a large fight had occurred within the restaurant.
While investigating the incident, officers learned that three individuals were being treated, for non-life threatening stab wounds, at local hospitals as a result of the incident. Information was also obtained, that a forth victim, was being treated for a laceration to his head at Massachusetts General Hospital. The victim later informed officers that a dinner plate struck him while he was eating in the Chau Chow Restaurant.

Suspect Arrested For Carjacking and Kidnapping After Multi-Jurisdictional Chase
Saturday, February 21, 2009, at approximately 1:03am, officers assigned to Area B-2 (Roxbury), were in the area of Sunderland Street when a female victim of a carjacking approached them. The victim stated that a Black Male, wearing a Black puffy jacket, baseball cap, Blue jeans and a dark goatee jumped into her car and sped off. Officers learned that the victims’ young female cousin was still in the vehicle. Officers immediately broadcast a description of the vehicle and suspect.
Shortly after the broadcast, BPD officers observed the suspect driving in the area of Washington Street. Officers were able to temporarily stop the vehicle by pulling in front of it. Officers exited their cruiser and approached the suspect on foot. The suspect quickly accelerated towards them, slightly grazing one of the officers. Officers observed a female, believed to be the victim of the carjacking, slumped over in the front passenger’s side seat. The officers re-entered their cruiser and gave chase. They followed the suspect but lost sight of him in the area of Columbia Road.
BPD officers again spotted the suspect as he drove in the area of East Cottage Street. Officers attempted to stop the suspect but he refused to pull over and continued in a reckless manner at a high rate of speed. The suspect proceeded Southbound on the Expressway where the Massachusetts State Police assisted in the pursuit. Officers lost sight of the suspect in the area of exit 5 off of 93 South.
The Milton and Braintree Police Departments assisted in the search and a perimeter of the area was established. The stolen vehicle was found crashed into a building on Randolph Avenue in Milton. The young victim was located and transported to an area hospital for an evaluation.
K-9 units tracked the suspect and he was apprehended close by on Ridgewood Road, Milton.
Officers arrested Pernell Brown, 39, of Boston on the charges of Kidnapping, Failure to Stop for a Police Officer, Carjacking, Assault & Battery by Means of a Dangerous Weapon, Driving to Endanger and Trespassing.
