WHO: Mayor Thomas M. Menino, Police Commissioner Edward F. Davis, Department Chaplains, BPD Command Staff and members, promotees and their families and friends.WHAT: Ceremony to recognize commendable work of three members of the Boston Police Department and to honor their promotions to command staff. The following individuals will be honored:
• Deputy Superintendent Rafael Ruiz is being promoted to the rank of Superintendent. Deputy Ruiz has served as the Commander of Zone 2 (covering Areas B and C) and serving the Roxbury, Dorchester and South Boston communities. Deputy Ruiz has 29 years of experience with the Boston Police Department. He has been a member of the BPD Command Staff for 11 years. Upon being promoted to the rank of Superintendent, he will assume the duties of Night Commander and will be responsible for overseeing and supervising the delivery of general and tactical police services during the first half (evening) and last half (night or morning watch) tours of duty. Deputy Ruiz is highly regarded by the communities he serves and widely respected by the rank and file members of the BPD and command staff. He will continue to work with residents and business people in his new role and continue to foster relationships on a citywide basis.
• Sergeant Detective William Gross will be promoted to the rank of Deputy Superintendent and will assume duties as the Zone 2 Commander 2 (covering Areas B and C) and serving the Roxbury, Dorchester and South Boston communities. Sergeant Detective Gross has 25 years of experience with the Boston Police Department, previously serving as a supervisor of detectives and investigations in District C-11 (Dorchester). He is also highly regarded in the community and widely respected by the rank and file members of the BPD and Command Staff.
• Lieutenant Detective Colm Lydon will be promoted to the rank of Deputy Superintendent and will assume the duties of Commander of Labor Relations. Lieutenant Detective Lydon has 25 years of experience with the Boston Police Department and is a highly regarded member of the BPD, previously serving as the District D-4 (South End/Back Bay) detective commander, overseeing all investigations on this district. The Office of Labor Relations is responsible for representing the Police Commissioner at employee collective bargaining negotiations, conferences and grievance discussions, for assisting in the development of policies regarding labor relations and negotiations and working with both the sworn and civilian unions of the BPD on issues of concerns.
